How to assign approved resource assignments efforts from project to project tasks

Hello Everyone,
I am working on ServiceNow Xanadu Build and in the process of rolling out Resource assignment that uses centralized methodology (submitting requests at group level).
My goal:
To redistribute approved task effort from project level to project tasks without going through another round of resource manager approval process.
Use case:
Once resource assignment at demand/project level with the task effort (e.g. 100 hours) for a certain group say 'Servicenow Developer' gets approved and assigned to a certain resource. We want to be able to take this approved effort and redistribute it among different project tasks on the same project for the same user without sending it back to resource managers for approval.
e.g. Steps to reproduce this,
- Create a demand
- Resource assignment created in the demand phase for 100 hours
- Resource assignment gets approved in demand phase
- Create a Project
- Resource assignment gets copied over to the Project
- Project manager starts creating tasks for the resource to start working on since hours can only be booked at a project task level (Internal process)
- Project managers uses the 100 hours of approved task effort and starts distributing it to different tasks for the same resource without requiring resource managers intervention.
What I need to know:
Is there an out of the box functionality that supports this workflow?
If not, what would be the best way to achieve this without doing heavy customization
What is the best recommended approach to handle this scenario as we don't want resource managers to be receiving so many approval requests.
