Hi everyone,
I wanted to share a practical overview of how Idea Management works within Strategic Portfolio Management (SPM) in ServiceNow, including roles, governance, lifecycle stages, and portal collaboration. This may be helpful for teams implementing or optimizing their idea-to-demand intake process.
Idea Management Overview
Idea Management provides a structured way for employees to submit, collaborate on, and evaluate ideas that could potentially become strategic initiatives such as Demands, Projects, or Agile work items.
It enables organizations to:
- Capture innovation from employees
- Evaluate ideas through governance workflows
- Convert valuable ideas into actionable initiatives
Roles and Responsibilities
Role | Responsibilities |
idea_admin | Creates and manages idea modules, defines categories, and maps categories to modules. Can convert Ideas into Demands or Projects. |
idea_manager | Owns the end-to-end lifecycle of ideas. Reviews, refines, and updates idea status. Can convert ideas into Demands. |
idea_manager_professional | Includes all capabilities of idea_manager. Additionally can convert ideas into Projects, Epics, Stories, or Demands. |
Idea Module Visibility
Although the Idea application is visible to all users, governance menus are restricted by role.

Idea Process Lifecycle
The Idea Lifecycle describes how an idea progresses from initial submission to evaluation, potential conversion into a demand, and eventual closure. The following stages represent the standard lifecycle used in Idea Management.
Draft
An idea is in the Draft state while it is being created but has not yet been submitted. Only the idea creator can view and edit the idea at this stage.
Submitted
An idea is in the Submitted state once it is created through the Idea Portal. At this stage, the idea is visible to other users for voting and comments and is pending review by the Idea Manager.
Accepted
The idea moves to the Accepted state when the Idea Manager determines that it is feasible, aligned with business objectives, and worth further evaluation. Accepted ideas are converted into a Demand, and ownership transitions to the Demand Manager.
Closed – Complete
An idea moves to Closed – Complete automatically when the associated Demand has been completed. This indicates that the idea has been successfully implemented through the demand lifecycle.
Closed – Skipped
An idea is marked as Closed – Skipped when it is not feasible at the current time, is a duplicate, or falls outside the defined scope. These ideas do not proceed to Demand Management.
Idea Portal
The Idea Portal is the central place where employees can submit and collaborate on ideas.
Key capabilities include:
- Submitting new ideas
- Viewing and exploring ideas from others
- Voting and commenting
- Subscribing to track idea progress
The portal is accessible to all users.
Access Methods
- Application Navigator:- All → Ideas → Idea Portal
- Direct URL:- https://<instance>.service-now.com/idea
Collaboration on Ideas
Users can actively participate in idea evaluation through:
Voting
Users can up-vote or down-vote ideas to indicate their level of interest or support.
Comments
Users can discuss ideas and provide feedback using comments.
Subscriptions
Users can subscribe to an idea to receive notifications when:
- The idea state changes
- Comments are added
- Replies are posted
The idea creator is automatically subscribed.
Submitting an Idea
To submit an idea:
- Select Create an Idea
- Provide the following details:
- Title
- Description
- Categories (minimum 1, maximum 5)
When an idea is submitted:
- The idea moves into the Submitted state for evaluation
Evaluating Ideas
Role Required: Idea Manager or Idea Manager Professional
Responsibilities include:
- Reviewing submitted ideas
- Determining feasibility and business alignment
- Accepting or rejecting ideas
If accepted:
- The idea can be converted into a Demand
- Notifications are sent to:
- Idea Requestor
- Idea Category Owner
Additional Capability
Users with the idea_manager_professional role can also convert ideas into:
- Projects
- Agile Epics
- Agile Stories
Visual Management of Ideas
Ideas can also be managed using the Visual Task Board, allowing teams to:
- Track evaluation progress
- Assign responsibility
- Manage ideas visually across workflow stages

Idea Management in SPM enables organizations to create a structured innovation pipeline by:
- Capturing ideas from employees
- Collaboratively evaluating ideas
- Converting valuable ideas into Demands, Projects, or Agile work
