New Demand button missing from Strategic Planning Workspace - Portfolio Plan

We have a user who has Demand Manager and Program Manager permissions and has been given Editor access to a Portfolio Plan, but he does not see the New Demand button. What permissions are required?

When you tell Demand Manager, does it mean it_demand_manager role ?

Generally, this is the role required to create a Demand.

Yes, the user already has that role.  I've attached the user's entire list of roles.
