Not creating expense lines for project when the time card is approved.

Not creating expense lines for projects when the time card is approved and the expense lines are creating only for project tasks. 
Checked the system property 'glide.cost_mgmt.process_task_top_task' and the value is true.

Against what is the time card recorded? Project or Project task? Can you share a screen shot of the Time Card, Expense Line and Project preferences?

Thank you for sharing these. From the screen shots it looks like OOTB behaviour - expense lines get generated based on time cards which are against project tasks. You can validate by recording time cards against the projects and approving these, the expense lines will be then against the project. Unless I am missing something...
