PA Dashboard visible to everyone, but users receive "Dashboard not shared" message

Hi everyone,
I'm investigating an issue with a Performance Analytics Dashboard and would appreciate any insights.
Scenario
I have a PA Dashboard that is configured as:
- Visible to: Everyone
- No user restrictions
- No group restrictions
- No role restrictions
Despite this, a user receives a message indicating that the dashboard has not been shared with them and that they should request access from the dashboard owner.
Additional findings
- The dashboard contains 3 tabs.
- Initially, I could access all 3 tabs.
- Now I can only access 1 tab; the other 2 are no longer visible.
- I compared the configuration of:
- Dashboard tabs
- The related tab records
- Associated portal pages
- I could not find any differences between the working tab and the non-working tabs.
- The dashboard record itself still appears to be configured correctly and visible to everyone.
Questions
- Has anyone seen a PA Dashboard display a "not shared" message even when it is configured as visible to everyone?
- Are there any hidden sharing tables or relationships that could override dashboard visibility?
- Can dashboard tabs or related portal pages introduce access restrictions independently from the dashboard itself?
- Is there a known relationship between PA dashboard tabs and sys_portal_page records that could explain this behavior?
Any suggestions on where to investigate next would be greatly appreciated.
