primary group for resourcing - resource reporting challenges

We created a 'Primary Group' field on the User record to designate the group a user should be assigned to for resourcing.  Since our users can be in multiple user.groups (for assignment), we are challenged when running the 'Resource Reports' (e.g. Committed Utilization) by group because it shows everyone assigned to that group.  

I'm interested to know how others handle group assignment for resourcing and how you report on group member allocations ('resource reports', custom reports, etc.)

Are you using resource management as part of demand management?

For resource management, you can't have people in multiple groups. Capacity is generated from the Resource Groups so if you have people in multiple Resource Groups, you will be overstating capacity and skewing all resource reports. We have separated Resource Groups from assignment groups. They are used for two different purposes. We stripped the pps_resource role from everything except the specific Resource Groups. Those groups are only used for creating resource plans for projects and each person belongs to only one Resource Group while still maintaining the original assignment groups, which are used for incident tasks. With this structure, resource capacity is correct and all resource reports will generate with the correct data.
