Project Status Report - only showing open decisions when creating report in "new" Project Workspace

We are using the newer Project Workspace and have a custom Project status report template. If the project has decision records associated and the "show on status report" is set to true we expect to see both pending and completed decisions; however, we only see active and not decisions that have been closed. When viewing the status reports in the older Project Workspace, the Decisions section has a tab to show Completed and Pending. I have been unable to find where to allow completed decisions to show in the newer version. The queryFilter in the status report template for the decision section is empty ("queryFilter": ""). I copied the status report and updated that to be "queryFilter": "activeINtrue,false", but that did not make any difference in what was displayed.
Does anyone know if there is an out of box query that is keeping completed decisions from showing in the newer version of the project status reports? Screen shots of new Project Workspace status report - Decisions are N/A and of Classic Project Workspace status report - Decisions are available in Pending or Completed.
