ServiceNow's documentation for this new feature is currently incorrect, the actual property name is "com.snc.resource_management.exclude_status_from_availability". It can be found in the resource properties (under the project settings menu). And for what it's worth, I tested it as working from the all workspaces (strategic/portfolio, resource, project) and even legacy resource reports.
