Resource Availability while allocating showing 0(zero)

Hi Team,

 I am trying to allocate resource from allocation workbench for a role type resource plan. But for all resource's the availability is showing Zero. Those resource's are not allocated to any resource plan. All are new user's.

How to verify why it's showing availability is zero.  Could you help me to understand the process.

we are having the same issue in our instance but not able to understand why this is not working

we have set the capacity as well but it comes up with 0 for new comes no matter what we do after a few days it auto fixes itself somehow but the Actual Root cause is what we are looking at.

To retrieve capacity data and assign resources to any resource plan, the user must have the pps_resource role. Without this role, the user will not appear during the selection, and if the role is chosen, all members will be ineligible for resource allocation.
