Is it still the case that Resource Management is licensed based on the number of users with the pps_resource role, rather than the number of Resource Profiles created by the Employee Definition? I know HR's model is based on profiles, but I was under the impression the Resource licensing still worked from the role.
The documentation around this seems to be a little sparse these days - I presume I'm just missing something.

I did not mean that. It is active users not in the entire company but the ones for which SPM roles are assigned.
As I mentioned - Please work with your account executive to get the license queries answered. Please do not consider any of the responses mentioned here in the community.
Account Executive is the correct person to answer any of the license related queries.

To be 100% sure: contact your ServiceNow account rep, because they just released their new licensing models, so who knows.
But last time I checked, it was role based.

@Namita Mishra What? Since when? That doesn't make sense!!
I have a customer with over 60K active users in the system, but only 10 or so people working with SPM. Are you saying that their next renewal will shoot their licenses through the roof, because every active user is an SPM user?
Next to that: the question was about the resource_management license. That is part of SPM, but licensed separately (at least, it always has been). Because not every employee that is managed through RM also needs other access to the SPM module. Has this changed as well?
