Very recently, our application stopped over allocating past zero hours if a resource is over allocated. In the past, the system would display the over allocation in the negative numbers, i.e. -16, -60 hours. Now, it will stop at 0 and partially allocate hours. Is there a business rule that governs this "feature"? We want to be able to show how over allocated a resource might be.
