Some demands appear in portfolio without cost plans reflected on financials tab - troubleshooting?

We have migrated to financials V2, run all of the jobs and have run the jobs indicated for scheduled execution. We are configured for cost (not expense) type. Demands have cost plans created via the Demand Form (default). All demands appear in the target portfolio with costs accurately reflected on the prioritization tab. When drilled-into each demand also displays the underlying cost plan records correctly. When the Financials tab is selected however it's hit-and-miss with respect to demands accurately displaying their related forecast costs. Extensive searching has not yielded results regarding WHERE this data is stored (table, dynamically created, etc.) or why some records display cost as expected while other do not on this tab. Troubleshooting has included changing demand state, ensuring cost plans are within the timeframe of the portfolio, ensuring cost plan types are "cost," ensuring that demand planned and approved dates are all within the portfolio timeframe and re-running the "data generation for financials in SPW/PPW" job. Any advice on how to troubleshoot would be appreciated. We are on standard SPM (not pro). Thank you.
