The inability to assign only project tasks to users with only fulfilled licenses ( ITIL users who don't need to see the entire project, only their tasks) has put a roadblock in adopting SPM for our teams. What is the impact of applying SPM licenses to task fulfillers for only the project duration? For example, can you create a group for a specific project, apply the SPM license to the group, and then dissolve the group at the end of the project?

Thanks for reaching out to community for the options.
I believe you have resources
-> who are ITSM users but not the SPM users.
-> These ITSM users also have the timecard_user role.
-> These ITSM (ITIL role) users need to be assigned on the project tasks.
If this is correct understanding - try the following:
Assign pps_resource role to these ITSM users.
As a project manager (having SPM license), create a resource plan for these ITSM users.
Now login as ITSM user.
User should be able to view the project tasks and post the timesheet for the tasks using the time sheet portal.
However user won't be able to update the assigned project task.
You can contact your account executive for more details on license.

They usually calculate license uses on like a 90 day rolling average... so I think your idea is great (could even automate it with Flow), but the key would be to make sure you are always staying under your license count. If you are always above it (even if you are automatically removing but at the same time adding), then you would be overallocating.
