Hi,

One access driven way to hide "Add unassigned Task" is by restricting create access on Time Card table, however it will impact other creation options as well. So it may be suitable for you. 

One need to customise  TimeCard Grid service portal widget and comment related code to hide options for everyone. However it will be customisation and need additional handling while upgrade.

step by step instruction is given there.

Navigate to Widget ->widget : "Time Card Grid"

Comment the line where the button  is mentioned as given in the screen shot.
