You can't create cost plans that are not within the datas and your planned start and end dates are the same.
Please mark any helpful or correct solutions as such. That helps others find their solutions.

As admin, are we able to add cost plan for the given project?

Hi @Kiruthiga Kumar , could you explain what do you mean by PPM Capex and SPM. Are they your instance names? Both the screenshots you have given are on the project details page in PPM Standard. The screenshots do not show any error that tells that you are not able to create cost plan. Please attach one with the error you are getting while creating cost plans for clarity.
Also one should be able to enter and update planned start/end date when a project is created as shown in the below screenshot. Please review for any additional ACLs added in your instance.

Hi Mark,
In SPM, if we create a new project by default the planned start date is reflecting in the planned end date which is grayed out.
How can we update the planned end date?
