Greetings @Woody77. Seems like this would easy enough to create a new Playbook from scratch that is on the Project table [pm_project] and triggers on State. I'll include a screenshot below for reference. Once the trigger condition has been met, you can then create the necessary Playbook activities to match your checklist.
