Using Resource Management across both ITSM and ITBM with Agile

I am curious to understand how other customers successfully use Resource Management across ITSM and ITBM.
We have a medium-sized IT shop that does a mix of Waterfall and Agile projects (but are moving to a place/culture where an iterative/incremental approach is preferred over more 'rigid' predictive delivery). Our "teams" are not 'dedicated' full-time to projects (they also do break/fix). We have struggled to find a way to link Stories to Resource Plans (as not all of our Stories roll up to a Project; some are for operational efforts). While we are interested in gathering data on estimates vs. actuals, we struggle with the cultural barriers of introducing 'another' time card. Also, we'd like to make Resource Management as 'easy' as possible for our team managers.
Ideally, we need 'capacity' and availability planning (without a lot of overhead and effort), a way to tell when/if we can take on new work while KTLO.

We have been utilizing Resource Management across both ITSM and ITBM for approximately 2 years with several lessons learned and recently have modified our approach to (hopefully) gather better metrics. We are in process of exploring more agile application and resource planning relative to this based on our use cases. We'd certainly be willing to talk further and see if our organizations are able to learn from one another.

Hi JP / dude 727- would also be interested in your lessons learned - currently implementing ITBM and hence in the process of sorting out how to leverage resource management in a hybrid environment where some work is managed under projects, but other work is ktlo type ongoing operations work and then in some areas we use agile with ongoing sprints but with no overarching projects (or at least not always).
