Using Resource Management across both ITSM and ITBM with Agile

I am curious to understand how other customers successfully use Resource Management across ITSM and ITBM.

We have a medium-sized IT shop that does a mix of Waterfall and Agile projects (but are moving to a place/culture where an iterative/incremental approach is preferred over more 'rigid' predictive delivery). Our "teams" are not 'dedicated' full-time to projects (they also do break/fix). We have struggled to find a way to link Stories to Resource Plans (as not all of our Stories roll up to a Project; some are for operational efforts). While we are interested in gathering data on estimates vs. actuals, we struggle with the cultural barriers of introducing 'another' time card. Also, we'd like to make Resource Management as 'easy' as possible for our team managers.   

Ideally, we need 'capacity' and availability planning (without a lot of overhead and effort), a way to tell when/if we can take on new work while KTLO.

I am new to this community.  I would also have an interest in how organizations are doing this and being a part of this conversation.  We use ITSM but we are developing in our use of ITBM and with the KTLO, that is a huge gap that we don't have visibility to at this time.  If I have missed out on this opportunity, just let me know.
