Why are you not able to create project template tasks from a project template?

Within PPM, the template feature allows users to copy certain fields and the project tasks from a defined project into a template which can then be applied to any new project to save time and repetitive work. Which can be a very useful and strong feature if used correctly. 

For a client use case we were looking into the option of also adding resource plans to a project template. At first this did not seem possible as in the template it seemed only possible to include project tasks. However, when we discovered the shortcut project_template_task.do we could.

The project template task enables you to add any table record to the project template (e.g. benefit plans, cost plans, resources plans, risks, actions etc). Of course, this can be very powerful, saving time for manually adding countless of RPLNs in case of our client's use case.

It makes sense that you should be able to specify a project template in terms of project tasks, RPLNs and also incorporate some generic fields to then be able to apply it to the real life projects. However, currently you are only able to create templates directly from a real life project and then this template is not flexible at all as you cannot add any template tasks (unless you use the above stated shortcut)

HERE IS THE QUESTION; Why are you only able to create templates directly from a project and why are you not able to create additional project template tasks directly from a template? You are only able to create project template tasks by using the short cut project_template_task.do. Which makes it seem that ServiceNow is trying to hide it (?). Why is this the case? What should we tell our clients about this feature?

I ran into this as well.  One thing I did was create a copy template task UI action, and then changed the values to what I wanted.  That way, you didn't have to recreate the entire template because you wanted to add one task to it.
