Access - read only itil access but can submit service requests on the service portal

I have a user that wants read only access - to view tickets submitted and/or fulfilled by a particular group. If I give that user read-only access, they can no longer submit tickets on the service portal. There has to be a way around this. What am I missing?

why would the ITIL read only ensure that they can submit tickets from a portal? Have you set as r requirement that the single user needs ITIL role to submit a ticket?

I have a user that wants to be able to view tickets - they want read-only itil access. (want to be able to view data but shouldn't be able to get into the tickets and muck around.
The same user wants to submit a service request through the service portal; however, if the user has a read only itil access - they cannot create or update service requests or tickets - meaning they can not create a service request in the service portal.
