Can i create flow in flow designer with more than 70 conditions. 
usually our request consists of 15+ sub tasks which has multiple if/else conditions based on selection of user.

Are you talking about triggering conditions?   Or are you trying to decide when/if to fire any one of 15+ subtasks?
Because if you have 70 TRIGGERING conditions that's a MINIMUM of 1.18×10^21 (1.8 with 28 zeros) combinations.

If its more a case of "we have 15+ possible subtasks to launch" I would look into Decision Tables and NOT conditions.

If conditions.
Because at each sub tasks i have eligibility criteria. which resolver team should be assigned based on selection of Location of end user.
I think, you have answered my question, Decision table can be used to create an single condition and i can use that same at all levels.
