We have a large amount of applications supported in the company, many of which have specific roles and permissions granted based on a users region, job position, departments etc. There are ongoing efforts to define all these roles, however many of these apps need a 'specialist' to give an exact definition of what a user needs. Currently these users are eating up ITSM Pro licenses but seeing if anyone else has encountered this type of issue and how they mitigated costs as the number of specialists is a bit excessive. The Business Stakeholders can Approve requests but don't really have a way to add dropdown choices for permissions etc.
Example / Sample;
SystemName access [Approve/Reject]
var Roles to grant [list of roles]
var Region level access [choice list of regions]
var Groups to join [list of groups]
var Access level [Choice list of permission level]
To add a bit more of the process;
User submits a Request through the service catalog for system access, users do not know all the nuances of permission needed for applications.
Catalog task is created for the 'Specialists' who define the user access and approve or reject the access.
Secondary task or automation sets the permissions defined by the 'specialists'.

To approve the requested role there is the approver to decide.
Perhaps it would be nice to have some sort of regular check to remove all the licenses for inactive users who have not log into ServiceNow for (defined period of time).
Licenses are very complicated topic and each client might have different conditions originating from the contract. Usually each company has a dedicated contact for license and they can reach out to ServiceNow representative to talk about it.

I recommend working on your knowledge base to reference articles so that your users can solve their problems themselves, or by a limited group of agents with greater multifunctional knowledge to solve.
Generate scheduled jobs to remove roles based on their use .
