How to conduct a traffic congestion test

I want to conduct performance tests on an instance under heavy traffic, but it's difficult to have 100 people accessing and operating it simultaneously.

Is it possible that performance will degrade under heavy traffic?

I'm having trouble finding information on limits on the number of simultaneous accesses.

How do you all conduct such tests?
