the best practice here is to use Flow Designer for all new topics that you tackle.
Workflows do not need to be migrated immediately because they are not being deactivated. This means as soon as you need to access an old workflow, for example, to further develop a new version of it, use this opportunity and migrate the entire workflow to Flow Designer.

my thoughts
-> ServiceNow will convert it's OOTB workflows to Flow, you need not worry on that
-> Existing workflows will continue to run after upgrading to Zurich; only new instances cannot create new legacy workflows
