Needing to create a ticket from a filled-out PDF

Hello everyone,


I have been tasked with creating an access ticket from a filled out PDF (through the service portal) and the need is to have the workflow be routed with approvals.  I am not sure how to get started so that when the form is filled out it generates the ticket and starts the workflow.  Any ideas are much appreciated as I am a fairly new admin but I feel that this may be better suited for a developer.

In simple, you need once catalog item / Record producer submitted on Portal a flow trigger.
