Notification Does Not Trigger As Expected

Greetings everyone,
Please assist, I have create a notification which I want to trigger when a demand record is created or assigned to field changes. I can't figure out on why the notification only triggers on update but not on insert. Please check the configuration below and advise:
- Mark as New
- Bookmark
- Subscribe
- Mute
- Subscribe to RSS Feed
- Permalink
- Report Inappropriate Content

possibly because when record is inserted at that time Assigned to is not populated and it's getting populated as separate database update operation
Did you check history calendar for that record?

The assigned to field is configured to be populated immediately on the record producer, I have check the history as well, it is populated during the creation of the record

Then simply have this
inserted -> True
Condition: Assigned To [IS NOT EMPTY]

@Ankur Bawiskar That won't meet my requirements. I want the notification to trigger when a new record is created or an assigned to field is changed of any of the demand records.
