"New" Button not visible in existing UI policy action in Australia Instance

I was trying to create a UI Policy. But unfortunately, the 'New' button in UI policy Actions is not shown.

 

I tried this in Australia Instance. Is this expected to happen?

 

It is visible in Zurich Instance though.

Please change the scope to Global, and then it will be visible.
