I thought of using "Update Sources" to get the update set from the development instance.
But I couldn't get all the update sets.
What you cannot retrieve is not an update set that was created on the development instance, but one that was applied to the development instance using "Update Sources" from another development instance.
Are there any conditions under which it cannot be obtained?
It's difficult to export a large number of update sets one by one, so I'm also looking for a way to export them all at once. . .

Hi @bonsai ,
Check the state of those update set which are pulled on DEV from other instance via update source.
Under "Retrieved Update Set" their state is committed [ on DEV ] and under Local Update Sets state = Complete. If those update set are pass through Retrieve and Commit.
You can create a new update set [on dev ] and add those those update under this new update set [ on dev ] as parent then try to retrieve from intended target instance. We use to do this during the instance upgrade. Hope this will work for you.

What if you batch the update sets and export them?
Since update sets retrieved to the Dev instance are in the committed state and not completed the update source won't be able to retrieve it.

Atul: The issue can be
1. Wrong Dev instance password.
2. The required update is set in the In progress state.
It's difficult to export a large number of update sets one by one, so I'm also looking for a way to export them all at once. . .
Atul: No it is not difficult but not much recommended. Like dont merge 3-4 different stories in 1 update set. Use parent-child relationship in the Update set to keep track. or use the Update set to merge.
