Request to Enable Notification Email Logs when target is empty for Normal Users in Test Instance

We have created a notification, and it is working as expected. However, the Target is empty. As a result, normal users are unable to view these notifications in the email logs; only administrators have access to them. Is there a way to allow normal users to see the triggered notification in email logs? We would like to enable this functionality temporarily in our test instance.

I have created notification which displays the list of KB article which are expiring next month and has comon ownership group, Through schedule Job I am triggering notification.
but as the target is empty in email logs those emails are only accesible to Admin and ITIL or any other user cant see them in email logs.
