[snc_external] Record operations for role-granted users

We're planning to implement CSM functionality.

We believe that users with the [snc_external] role will be able to open cases.
I understand that they can view their own records, but can they also view other people's case records?

External Users will not be able to see other people's case records unless you explicitly provide access via ACLs.
