Q: Do I understand the semaphore pool correctly; if there is 150 transactions already queued in the pool, the 151st transaction created is basically thrown away and not served?

Does the same apply for 11th transaction of a single session?

(Lets consider OOB limits; 150 per pool and 10 transactions per session)
