Creating Scoped Application

I am getting an error when trying to create the HHD scoped application it says the scoped application is already taken by another application

I have closed and reopened my instance not sure what else to do I even tried adding a number to the name field

it clearly says another app with same scope exists.

The only solution is use unique app name.
