No, there is no free training / vouchers at current moment.

There is no any other method to get voucher free. If your organization is ServiceNow partner then you will get the vouchers for free and if you are not working then you need to pay the course and exam fees.

There is no option to get free training and voucher for mainline certification.

If you  are working with ServiceNow partner company then only it will be free.
