Hey there... So I am William "Billy" Strader, I work for SAIC and my primary job is Web Administration and MSSQL Administration. I am a Certified SN Admin and before the cert expiration I was a SN Certified Implementation Specialist. My goal for taking this course is to learn how to use the PPM in SN and get people at my site to use it vs keep asking me "Hey can we put Project in SharePoint". So yeah... That is me in a nut shell.

Im a fulltime ServiceNow developer / solution architect
I have been working with ServiceNow since end of 2011 and im Certified System admin and Certified Implementation Specialist (ITSM)

You can use/turn on Agile Development and Test Management without activating the PPS with Financials plugin. So those two can be standalone, or part of the overall PPS suite.

There is no Idea workflow. Once submitted, it goes to the Ideas > All list. Demand managers can monitor this list and accept the Idea, which is when it becomes a Demand.

New ideas an be requested by your users using what is know as a record producer. A record producer is a catalog item where you have a front from that maps to a table. Here you can ask what questions you want. It also allows you to have a diffent field label then what is ont he table or add additional text/features. I sometimes use this to ask a series of questions that I then combine into one field on the table. On submit of a record producer a row to a table and you dont need to worry about ACL rules or UI policies to hide.show other fields. By default, there is a record producer for an idea submission. you can view it here

At the botttom of the form you see a tab named variables. Here you ask your question and map it to a field on the target table
Record producers are a form of a catalog item. These can be added to you catalog and appear in your portal to your users
To view this record producer, press the "Try It" button
To view in your portal goto (dont forget to copy the sys_id of the record producer)

Yes. All users can submit ideas through the Service Catalog. Demand users can submit ideas through the Self-Service menu.

The baseline/Out of Box record producer for idea submission that you would see on the portal doesn't by default get assigned to any group or individual. And it doesn't collect unit or department, the only fields on the baseline version are "Title" and "Description".
So you would probably want to either collect some additional information upfront on the form, and use that to drive assignment, or else use a default assignment group for any newly submitted idea. Other options might be adding an email notification to the appropriate group(s) when a new idea is submitted, or using a module or favorite in the Application Navigator for the people that are watching this queue.
But the baseline version just lands and sits there unassigned, so I think most companies will want to make some additional configurations to make it more useful.
The workflow becomes more structured when you move into the Demand Management piece.

Correct. Normally, you add a "Propose a new idea" in the ServiceCatalog in your Service Portal (Self Service). This way, users will have a consolidated view of all the services in one single place (open an incident, request a WIFI password, propose an idea, request a laptop and so on).

From the requester, we can get the department or business unit easily and then we can build assignment rules as you are suggesting. A workflow could also be created if more advanced assignment logic is required.

It looks like this is the recommended/documented approach for creating a holiday schedule for multiple regions.
But since an individual project is tied to a single schedule, I don't think this will help you in cases where projects are staffed by teams spread across multiple regions. It just covers the ability to run one project that respects the US holiday schedule, a different project could be tied to the Canadian holiday schedule, etc.

OOB... When you make a new Project Task, is there a way to link that Task to say a Service Request? IE a task of request new VM creation, and then I want to link the Service Requests in requesting those VM's to the task...

As an FYI, if you get a "Developer Instance" and you want to active the "Project Portfolio Suite", you have to activate "Project Portfolio Suite with Financials"

Looks like that property asked about earlier is "Enable altering of planned date(s) for task in WIP/Closed". You can see the checkbox from the Project Administration > Preferences - Project module.

To answer your question, OOB you cannot link a project task to the service request, the way you can do for the change request using a UI action present in the Project task table.
But with the little customisation on the project task by creating a UI action, you can achieve it.
Look for the UI Action "Link an Existing Change to Project Task".
