The error is getting encountered because you are trying to import an XML file via an Excel/CSV import tool. ServiceNow XML files (usually update sets or exported records) must be imported through the Retrieved Update Sets or Import XML functionality, not the Data Load (Excel) tool.

Follow these steps:

1. Navigate to System Update Sets > Retrieved Update Sets.
2. Click the Import Update Set from XML link in the related links list.
3. Choose the File and click Upload.
4. Once uploaded, open the record and click Preview Update Set, then Commit Update Set.
