Does fixes in Patch 0 applies to all?

Hello experts,
I was able to see a PRB in the Washington release notes but it doesn't really specified what patch it is.

Does it mean that the fix can be found in all patch?
I was able to see the the fix for example in the Washington patch 0 of PDI.

Does this mean that it will apply to all patch version or Washington?
Another question is that, since the release notes often is tagged per patch version, does the PRB in the category of no patch like "All other fixes" or "notable fixes" applies to all version of patches?

It does not necessarily mean for all versions/releases. Try to search the same PRB on the support site, often there will be an article listing where the PRB is seen and what the targeted fix is.
