Double quotes (") displaying as html code on Portal in San Diego

We are in the process of upgrading to San Diego, noticed that the double quotes (") used in our catalog item variables (help text and instructions) are showing html code " instead of ".

Is this a SD issue? what is the cause? how do we fix it?

Hi - I believe this is fixed in Patch 2.

I just checked our SD instance for both Help & Instructions and both showing fine.
