You cannot purchase a Personal Developer Instance (PDI). PDIs are provided free of charge by ServiceNow.
At the moment, due to high demand, there is typically a waiting period of 2–3 weeks before a PDI becomes available.
If you need immediate access, you have two options:

Wait until a PDI is allocated to you.
-
Use a client or company instance (if you have access) to continue your development and testing.
Unfortunately, there is currently no way to purchase or expedite the allocation of a PDI.

PDIs are free and their availability depends on ServiceNow.
Instead of PDI why not ask customer to have their own DEV, UAT, PROD instance?
OR
If you are working for ServiceNow partner your company should have vendor or demo instances where you can develop and then migrate to customer's DEV instance.

Is your customer already using ServiceNow, or are they new to the platform and looking for training?
If the customer does not have a ServiceNow subscription, they cannot obtain a ServiceNow instance other than a Personal Developer Instance (PDI).
