There should always be some sort of development freeze. To what extend depends on your environment. We have a freeze on what can move up through the instances based on the timing of each clone and upgrade for each instance. We can continue our dev work in our lowest instance pretty much right away though. We require thorough testing of our environments to ensure the work in flight was not affected by the upgrades though.
