Missing resolve conflict for a sys_ux_macroponent skipped record

How do I move forward with this skipped record? I am missing the typical resolve conflict menu option.

At UC Berkeley, when we encounter these types of records we usually:

  1. search the community to see if anyone else has encountered it
  2. open a ServiceNow Support ticket to ask: is it benign or actionable
  3. Mark the skip/revert upgrade record as 'reviewed'
