Can we expose project module to users that do not have ITIL role by granting them only project_user role?

You may be confusing licensable roles here - A user doesn't need ITIL to access parts of SPM. ITIL is specific to the ITSM application.

The project_user role isn't intended for direct assignment but rather a role such as it_project_user. However this is licensable.

Can you describe the use case, and we may be able to advise

Currently we are utilizing project module only. requirement is to expose project module to End users by granting them project_user role without ITIL role.

In my instance i don't have role "*it_project_user".

What level of info are you wanting to expose to non-roled users? A dashboard on the portal may be acceptable, however you will reach a point where ServiceNow will state exposing that level of detail is licensable
