Skipped records after Patch Update

Hi ,
After upgrade the service-now instance, we get few skipped records. I review the P1 and P2 records and retained, the changes captured in my update set. I retained P5 skipped records, but those are not captured in my update-set.
This is normal or i miss anything here?

Go to that particular record and check for versions. That may give more idea.

May be there will not be any changes detected that's why it might not have captured in update set.
