I moved a Virtual Agent (VA) update set from the development instance to the test instance. After the move, I'm unable to open the VA topic in the test instance. The development instance is on Yokohama Patch 2, while the test instance is still on Yokohama Patch 1. Could the patch difference be causing this issue?

Seems issue with backward compatibility. Your DEV is on latest patch and TEST is on old patch
could be an issue with the difference in the app version
the VA topic is created in which application scope?
did you check the version is same for that app in both DEV and TEST
