Admin user cannot give other User the admin role because "role snc_high_assurance does not exist"

Hi, Any inputs on this behavior and reliable doumentation on role snc_high_assurance role??

This happens because the admin role depends onsnc_high_assurance, which is missing on your instance. It’s not a permission issue I dont think.
Fix: Activate the related plugin or have ServiceNow Support restore the missing role (common after clones/upgrades). Avoid manually editing role inheritance.
Bottom line: Admin can’t be assigned because a required inherited role doesn’t exist more then likely.
