Domain Separation and Change Request

We have domain separation setup, and have an issue with Change Request. We noticed that for the client domains the changes don't want to move through the process past assess. I've setup cab manager groups for each domain, and cab definitions for each one as well. They just don't move past the initial approval review. They stay on assess even if they were approved. The changes in our default domain all work fine. It's just the ones under clients that have the issue.

Hi, have you confirmed that flow contexts are being created in the correct customer domain?
If not flow, then most probably there is a reference or dependency that is not visible to the client domain.
Are the approval groups in client domain is visible to the client?

The context was good. What I found was that I needed to move the groups out of global and into the domains themselves.
