How to add or where to find the "Release Lock" button for a locked out/checked out KB article?

A user has locked a KB article and no other user can edit the KB.  I know who has the KB locked. But, the admin cannot locate the 'release lock' button so that the KB article can be released or unlocked so it can be edited.
