Does anyone know if Service Now have the capability to convert voice to text and create tickets automatically?

Also: depending on what you need, you can also use the native voice input that many newer mobile phones have available.
I just tested opening up a ticket on my phone (Android, Samsung Galaxy S5) and using the voice input capabilities native to the phone, and I was able to make comments on the ticket using voice-to-speak.
No integration required; I was testing with a Eureka instance of ServiceNow through the normal web mobile interface.
