Hi @Karta,
as per the OOTB ACL records, for the outage it requires to have one of these roles:
- sn_incident_write
- sn_problem_write
- sn_change_write
- itil
To verify this, in non-PROD environment, add one of these 4 roles to the particular user, clear cache and try it again. Eventually create a new user with any of these roles to spot any difference.
If your user from the test step above can create the Outage records than it was related to the missing create rights in ACL. If still cannot then it must be something else, let me know what you found to discuss this further
