need to dtop the form submission in workspace

when i click on the save button it will stop the form submission when assigned to is empty

The expected behaviors are assigned as mandatory, which you need to complete first in order to proceed further.

There is either a UI policy or a client script running on the field that makes it mandatory in the state. So, if you don't fill in the "Assigned To" field, it will show an error like this.
