Access Issue for Non-Admin Users to Edit Choice Fields (sys_choice Table)

Hi, For non-admin users who need to edit and add values to choice fields in the sys_choice table, we tried assigning the personalize_choices role, but it did not work. Could someone please help with this? It would be very useful. Thanks!
